I downloaded tons of shorts from www.archive.org in Mpeg 2, but want to throw them on a DVD. I'm lost here, and don't understand exactly what to do to get these files in a burnable format. I don't get the whole multiplexing thing.

That's a list of DVD authoring tools. Try a freeware solution or pay for the others, and you'll be set.
