What you describe its called Roman Salute. (Thers no proof that the romans actually used it though) What Elon does while very similar he has his hand open in his chest while the Roman Salute used the fist closed The Nazi salute dont actually need to take the arm to the chest it can be just the arm stretched. It was a poor choice of gesture but not a Nazi salute.
The images i posted are from an army pledge every recruit need to do to complete the recruitment, its not even a salute and its never used outside of the pledge. In the pledge, the arm is down and then is stretched in the direction of the flag. (Much like how the Nazis did the salute)
