Is there a particular reason why the PS4 sold below 10K other than the Japanese consumers just aren't interested? Meanwhile, the Switch is selling great.

Well this particular week was bad sales-wise on all fronts because of a number of things. If you noticed, even Switch hardware sales dropped.

1. Recent tax hike
2. Typhoon last week in parts of Japan (Unfortunately 74 died :(. Also stores were shut down for safety, etc. for parts of the week)
3. October generally being a slower month for sales.

As for the PS4 itself, it's at the end of its life and there really aren't many system sellers left in terms of Japanese sales. MHW Iceborne helped sales a bit for a couple of weeks, but honestly it really only has CoD and Death Stranding for the rest of the year (CoD did REALLY well in Japan last year, hitting 500K sales which was a record. Apparently preorders aren't looking as good for this one so far though).

Switch on the other hand just had Switch Lite release, DQ11S, Link's Awakening and a bunch of other software. It's having a sales lull this week due to the time period, tax hike, and this typhoon.
