PC Display Sync - WTF am I supposed to do?

Yo, been trying to understand a few things about GPU display syncing and for the life of me cant find anything on reddit or online that is definitive, so time to ask the most balanced and comprehensive place on the internet...

So I am trying to get the smoothest experience with minimal input delay with my 4090 on a LG C2 42".

From my understanding there are few settings in NVCP you need to consider.

Frame Limiting - 2/3 frames below your display max refresh rate, but not needed if you enable reflex in games or V-Sync in NVCP or G-Sync?

V-Sync - Disabled in-game but enabled in control panel and set to fast? the description says it eliminates or negates the input delay inherent to V-Sync? but you dont need it or use it if you have set a frame limit? or G-Sync?

G-Sync - So syncs to your display to have frames appear as they are rendered (no render queue) for minimal input delay but should always be enabled even with the previous techs included.

Low Latency Mode - Should be off? I have seen people say that Reflex disables this and therefore its pointless in games that support reflex but then saw someone mention that a FW update made it activate for modern games? so it should be on? and in conjunction with the other tech?

This is a minefield, which options and combinations give the smoothest picture and lowest input latency?

Should other common things be considered like ignoring the NVCP frame limiter and using something like RTTS?

Hopefully answers are useful for anyone getting a new pc or upgrading to the 50 series?
