Question: are those cloud games only available on usa and europe? Most companies have been really cautious in releasing on only a few countries, so seeing Nintendo of all people making it available everywhere doesn't try makes sense to me.

Very happy to see the games coming over with Cloud. That could means even greater 3rd party support down the road on the Switch.

With how twitchy the dodge button is, I'm not sure you would want the latency that comes with Cloud when playing this game.
