sneak up on one of the guys on the street with a rocket launcher. take it sneak to the tent, launch the rocket into the tent and extract the mission.

I used a helicopter support that bombarded it with bombs or something before I went into the area. Like the first tower before you see the d walkers. After him the chopper stays in one area for a bit, that's when I called support to destroy his ass.
They ain't even that difficult if you use the tanks that are there anyways. Defeating all of them nets 50000 points.

So how vital is this stuff I'm hearing about Quiet? I'm only on mission 16 but I'm worrying that I'll miss story stuff if I don't level up her bond. I REALLY fucking hate playing with her so I'd rather avoid doing that if it wasn't necessary. Is there any way to get her to stop humming, I'd enjoy her as a buddy more if that was possible.

You have to look at the list of quarantined staff members and find out what all of them have in common. Based on that, go through the list of your staff and quarantine everyone with the same feature.
If you don't want to find out for yourself, here's the solution:
Everyone quarantined speaks the language Kikongo. Quarantine everyone who speaks Kikongo, if you've done it right Ocelot will comment that death toll has plumited. People will still occasionally die unless you do the next two story missions.

load in free roam. Take out the communications array. This gives you another drop point. Use choppers machine gun. Easy S rank.
Yeah, I just finished that mission for the first time and I hated it. I don't want time limits in stealth games. I went without the horse and just ran to the objective because... I don't know why. I guess I wanted to level up other buddies.
But I failed the first time because I ran out of time and had no idea where I was supposed to go. When I realized what to do, I just ran to that area and waited for the vehicles. Put some C4 on the road just in case but I shot the dude out of the truck.
Then I stole one of the tanks to take out a few of the cipher dudes. They finished off the tank before I could get them all so I got the others by placing C4 down and getting them to walk over it, then I'd detonate. The bad part was the other tank just disappeared after the first one was blown up by them. I wanted to extract it. Oh well. No clue if this was really a spoiler but I tagged it just to be safe.

Mission 19 has to be the easiest I've played so far.
I have a tank now as well though for some reason, when I roll up to Armoured Vehicle side ops it won't let me use the cannon or machinegun. Lame.
Still, fun to just see people scatter as I come rolling over the hills, blowing their watch towers to smithereens while blasting Billy Idol.
Waited for the targets to meet, then start getting into their jeeps where they were tightly clustered then bombarded them with stun grenades, fultoned both then fucked off into the sunset.

I just had no idea where they were stopping and always missed them. The Intel should've highlighted the stops it made.
Maybe it does. I can also confirm that I've been seeing a lot more of A and A+ soldiers, even while doing Side Ops. I'm in Africa, I think.... mission 17 now? At around mission 15 on, I've noticed a lot more high level soldiers, even back in Afghanistan when I return to do Side Ops there. My MB struts are also at lvl3 or so, and capacity is mostly maxed out.
