The recomp project leverages previous decompilation work which tooks years for single games.

For other 3D systems, my expectation is that it would be a lot harder due to non-standard libraries. Jak & Daxter has been decompiled in a project called openGOAL and their mission is to understand the unique programming language used for the development of the Jak series on PS2. It's also stated in their FAQ that the work they did is not really transferable to other games like Ratchet & Clank.
I may have misinterpreted was was being said in openGOAL's faq as I just had a quick skim... or wrong about things completely. One thing we know for certain is that crazy things are being done on a regular basis in this space :)
