That's probably only if you want to play online and stuff. They aren't going to put a disc on shelves that requires you to go online in order to play it (unless it's a game which requires online play, like an MMORPG). You can play single player without doing that on the PS3 and 360. Are you saying they force you to attach it to Steam in order to play single player on the PC too? Well yes. It is a Valve game, who makes Steam, therefore it is attached to your Steam account. Been that way for years for most PC games.
