I'm pretty sure you can, as long as its not 2 weeks or so before release. I tried to do it for Monster Hunter tri- 2 weeks before it was released, and they wouldn't let me due to the game already shipping to the store. I changed my pre-order on my 3DS (just to make sure I got the Black 3DS) and they let me change it. So change the pre-order sooner then later.
