I read in the thread on resetera tha it was initially said that the token would be handed out until end of july, so there is still a chance.
if you dont get one, do contact support since you have all the receipts.

Fortune Island is a great expansion, I'm so glad I finally played it.
What I'm not a fan of is that you can't redeem all dlc cars with a single click - it all has to be done manually with each car and the cars can be found in 1 of 2 different menus to make it even more difficult.

Looks like all the $8 deals are Xbox store drm. I think I'll pay the extra $4 for Steam. Unless I'm missing something.

The Xbox version is play anywhere, you get ownership on both console and the Win PC version, there's no other DRM like Denuvo etc on top.

Xbox version should be Play Anywhere so would work for Xbox and PC. That said, I would probably just get it on Steam.
I recommend to also get the version with all the DLCs, they add quite a bit.
