For more context, credit/debit card refunds actually cost the seller (in this case Valve, which is then pushed on the dev/publisher) more than the initial amount because payment processors mandate an additional fee.

Some products have a margin of less than a dollar. It adds up by making many sales.
The fee adds up by making many refunds. After a mass refund situation, company will get overbearing paranoia over it ever happening again.
