Probably not. Its probably the same AI from Madden 2000 PSOne at this point. EA just throws some rookie programmer in a room and tells him to put 2004 rosters on the Madden 2000 PSOne engine. GBA version was just a SNES port on GBA too til this year, they finally rebuilt the engine for GBA.

My uncle didn't get a PS2 until about a year and a half ago, so until then, during a time when I was living with him, we always played Madden on PS1, up to the 2003 edition. It's nothing like the PS2 versions, doesn't play different at all. AI, Physics, fantasy mode, etc.. Almost everything is different.
