I don't really think it would be all that hard to have FF style cinematics on a portable device and SE could make mainline FF and KH work on portables if it was no longer seen as viable on consoles.

Not a lot of options for the Japanese, unlike the West. We had: Call of Duty, Assassin's Creed, Battlefield 4, Killzone, NBA 2k, Madden, etc. They have Yakuza and Dynasty Warriors(?). Apparently Killzone is pretty big in Japan; didn't realize that. There aren't a lot of Japanese games available is what I'm trying to say.

I feel the issue here is that the sales of major FF and KH games are incredibly Western centric where going on handhelds is going to forever bar them from reaching anywhere near their former heights. Yes, budgets would be much lower, but would that outweigh the shrinking dedicated handheld market and the loss of whatever percentage of the KH/FF fanbases won't accept sub-AAA production values?

I guess the way I see it is:
1.) This is likely a Fall 2016 game at the earliest, at which point the consoles should be pretty cheap and Nintendo might even be replacing the Wii U by then. LEGO also did fine on HD late last gen.
2.) Disney is putting 95%+ of their kid focused games on mobile so if we are chasing that audience neither consoles nor portables are the right answer.
