The problem with Urkel is that Family Matters only lasted 9 seasons.
Milhouse needed 22 seasons of The Simpsons to finally get over Lisa being a bitch to him and to make a play for another girl.
Now, all of a sudden, Lisa's crushing on him and actually respects the little guy and he's no longer a spineless lapdog getting pummeled by Nelson for her.
Urkel just needed more time. Or to at least hang on to that Sonic voice acting gig so he could keep paying the bills.
I haven't watched the Simpson in a long but, that's really a thing, and not a throwaway from the future episode?

Neither of these episodes end with a "reset button - everything goes back to the way it was at the beginning" ending ala Principal Tamzarian or almost every one of Bart's assorted girlfriend episodes. Milhouse is even getting dances from her in non-focus episodes like Moonshine River - and not solely out of pity.
In short, yeah it's really turning into a thing. For now.
