It's basically filler. The manga equivalent of these scenes basically amounted to a few pages.

It is really unfortunate Kishi made strong female characters and then found strange ways to sideline most of them. Tsunade spends most of the series glued to a desk.

Naruto has an uncanny ability to kill tension with bad pacing. It's almost an artform, really.

With better pacing, the Pain arc could've been fantastic, but as it is now I think it is just good/great at parts.
