Moves are randomized too, and I think you're guaranteed to get an attack move if I remember correctly.

True. I started a randomized FireRed while watching TPP Emerald and I got a Ralts that knows Extrasensory.

Moves are randomized too, and only attacking moves (So Abra can attack).

Moves are randomized, and I think that it ensures that all Pokémon get attacking moves early so Abra could have psybeam for all we know.

With the settings we're supposedly using normal pokemon get randomized with other normal pokemon, and legendaries with other lengendaries. So if we go to the Power Plant with a master ball again, it might be Mewtwo instead of Zapdos there.
