Because that would get you an AO from ESRB which means the console storefronts and big box stores wont sell it. Could still put it on Steam of course, but it would only show up for people who opt-in for adult content, which many don't because it floods the new release/trending lists with low quality porn games.

Most people are assuming that the picture on the right with the exposed cleavage is the new redesign, that is the incorrect part.

It's not a redesign, it's one of the possibly many costumes in the game.
