Everyone knows Spicers worthless; it was pointless to waste time in a show meant to honor peoples achievements on him. Pretty much an affront to every decent person there, and even more so to poc and women.
Not all jokes land. That is the nature of comedy. Colbert was obviously going to make jokes about the administration, and Spicer was part of the administration

Yes, most of Colbert jokes are literally jokes about the President being a piece of shit, or Spencer being a terrible ass liar. You can make fun of bad shit, that's like Colbert's whole job.
Is the issue that Spencer is there participating in the joke? The joke is literally the same joke either way, with or without him. Have people actually watched Colbert before? Some of his best stuff is him interviewing shitheads and making jokes about them being shitheads.

Celebrities being dumbasses that don't get the point of things and don't care about the average person is not a new thing. No, the celebrities taking happy selfies with him didn't even care for the joke. Spicer is someone they'd love to take selfies with regardless. Celebrities are tone deaf like that, what a surprise.
