The whole idea of code-naming is picking something completely unrelated to the content!

What do you mean? Nathan Drake’s daughter is a girl in Uncharted 4. Her now calling herself a man is on brand for Naughty Dog.

Sometimes project names are completely unrelated to anything. Or sometimes they are a hint, it's up to the developers.

Just speculation from my side, but I clearly remember him in one of the behind the scenes videos of Last of Us 2, he said that how growing up in Israel and the war, had him succumb to the thought of revenge (I'm paraphrasing here, not exactly verbatim, so don't quote me on this nor am I trying to strawman him), and how it should not lead one on that path into adulthood, instead choose kindness, which eventually became one of the themes behind the story of Last of Us 2.

Maybe, this game takes place in Jordan and he wants to tell a tale close to home? Maybe even an Uncharted 5 set in Jordan?
