Because they don't want one half of the eastern conference bracket to start a second round series before the other half of the eastern conference first round is complete. That Celtics/Wizards game is in the same time slot as a game 7 would have been. If you start the Cavs Raptors series on Sunday and one of the teams in the East trailing 3-2 had won, then the game 7 of that series would be played on Monday. That would mean the Cavs Raptors series would have a 3 or 4 day head start on the other conference semi.
