I've always viewed PAX as sort of a runoff for lesser announcements/smaller devs, enough to satiate until E3, but decent enough to serve their particular constituencies in ways that other cons in the area do not already.

At least at PAX East, the people are nice, the panels alright, the indie games/devs more appealing/accessible than the big titles, which have huge lines most of the time.
