The cop literally explains why he is asking at the end. If you are carrying anything prohibited in the jail, even if it's legal outside (like a pocket knife or alcohol), it becomes an additional criminal charge. A contraband charge is often a stronger charge than what the person is originally being booked for.

the Horn part comes from the german name for Squirrels, which is Eichhörnchen, which means Fast/Quick Horns (not Oak Horn as many believe, Eich in this case comes from an old german word for fast). the horn part of the name comes from the little horn shaped tusks they have on their ears
