The first time I went through Rock Tunnel, I did it without learning Flash to any of my Pokemon; I can't remember why I did it (probably didn't have a Pokemon that could learn it). It was hard, but it's doable.

Not in Gen 1. In gen 1 looking at a bush only brings up a text box that says you can use cut. While still facing the bush you need to open the menu, select pokemon, select the correct poke then select cut. They fixed this in GSC onwards.
