I'm not 100% if activating keys works outside Asia region, but somebody on the Steam forums said that it should work. (If it works without a VPN you won't be at risk at all)
Gifting also works fine, as I was gifted a copy and there was no consequences

I can't, unfortunately, I'm from Germany. Someone on the Steam Forums gifted it to me. Unless you live in Europe, a Japanese account should be able to gift it and theoretically a Hongkong one should be able to gift it to Europe

Yeah, I think UK is tricky for exactly the reason you mentioned. I assume the person who told you this had a Japanese account.
Europe has the same problem, but it worked for a few days in February.
Exchange rate with Hongkong should be more favourable, but I can't verify if it works. I saw someone on the Steam forums from Hongkong trying to gift it to a EU account but they didn’t report back if it worked.

You guys who want the game legitimately on Steam, it can be gifted to your account if someone from another region buys it for you. So, you could create a Steam account hiding behind a VPN and set your region to Japan or Hong-Kong. Just gift the game to your main account and you're golden. Steam wouldn't ban your account either.
That or you can DM guys from those regions on the Steam forum, send them the cash via PayPal and they can gift it to you.

They should spice things up with a horror mode where one of the girls is a killer or a monster in disguise slowly killing people and you have to solve the case. Multiple endings depending on what you do and who survives.

Is the game actually fun to play? I’m thinking of pulling the trigger on Steam version soon. The only reason I haven’t bought it yet is that I’m not sure I’ll actually have fun with it even though I love taking photos of the DOA girls in other DOA games. I don’t only want to take photos and do boring shit. I actually enjoy leveling up the girls in DOAXVV and DOAX3’s volleyball gameplay and other fun mini-games were fun to play. I’m gonna need a future update with Kasumi and Ayane and the other waifus to make this game not seem like a ripoff to me.
