Scootaloo should just be happy to stay in the background and be grateful that there are still group CMC episodes to contribute to and Rainbow Dash episodes to watch.

An entire episode devoted to Scootaloo's efforts to learn how to fly would be entertaining with either one of these premises:
1) RWD gets frustrated and runs out of patience leaving Fluttershy to save the day (end result = Scootaloo can fly).
2) CMC-focused episode - leads to Scoot getting her cutie mark first after developing a bitchin ultra-scooter and coming to terms with her flight-less wings.
Also, there needs to be a joke where Scoot can't even keep up with Tank and his flying contraption.
