Hey, look at it this way: Fuller has managed to salvage a large amount of "Hannibal" from the shitheap (pretty damned miraculous, really), and we still have a full 5-6 hour adaptation of "Red Dragon" coming.
I've always considered "Silence" to basically be sort of a rehash/remix of "Red Dragon" anyway, so not taking another run at it doesn't bother me too much.
So in 3 seasons, we've gotten, so far as I'm concerned:
The best Hannibal Lecter
The best Will Graham
The best Jack Crawford
The best Frederick Chilton
The best Freddie Lounds
The best Mason Verger
So I mean... even if we get a Francis Dolarhyde that isn't as good as Tom Noonan's, or a Reba that's not as good as Joan Allen, we've still gotten a large number of fairly amazing characters that play better than Thomas Harris made them play, which is saying something.
This was never going to run forever, and even if money and ratings weren't a factor, it probably wouldn't be a good thing to have it run for another 30-40 episodes, anyway.
The story of Will Graham and Hannibal Lecter ending with Red Dragon works just fine, for me.
