Yeap first we need to check if the ini files are set to the same quality for nVidia and AMD.
If it is then there is some serious issues on AMD side.

The game starts with Nvidia splash screens...so it's optimized for nvidia. I'm sure drivers will fix it. Or maybe nvidia moneyhatted ubisoft like they did with Crysis and it's ridiculously tesselated concrete blocks on AMD cards to tank the framerate.

And those framerates are laughable. 22 FPS, who plays like this?

Maybe...just maybe Radeon division sucks. All the fanbois screetching, was again absolutely for nothing.

RT cores in Nvidia cards are taking 33 % of the die size, i'd rather better rasterization performace
over better RT, you pay premium for a silicon that will not be used on 90 % of games

This was to be entirely expected. The next lineup of cards by AMD should if trajectory holds catch up to where Nvidia is now with ray tracing technology. But of course by then Nvidia will have improved as well so the gap stays the same.
