Skins in general in Siege are pay to lose. Well there's a bit of wiggle room there. I think one of the earlier seasonal skins (back when they were just selling different types of camo, might have been the Parabellum season) was so effective at helping characters blend into the background that I think they banned it from pro play. But as it was a seasonal skin and not that exciting aesthetically not that many people had it such that it would be a plague in normal matchmaking. Though you could pull the skins randomly from the 'alpha packs' you earn from regular gameplay (or purchase) as it was the time of the lootbox.Yeah, imagine if she had the lithe proportions of her form in Nier, it would be pay to win. Like putting Oddjob in a competitive online shooter as paid DLC.
Again, it's not supposed to be 2B. It's literally one of the operators in the game simply wearing the same (or very close to the same) outfit.
Could the character they had already created looked more attractive? Sure. And I believe at the time that character (Iana) didn't have an Elite set yet, so they gave it to her instead of a more attractive character (like IQ or Ela) because she already had a few.
So no, Ubisoft didn't uglify 2b. They simply have her outfit to one of the uglier characters.
They did the same thing with characters from other games. Including several Resident Evil characters. They gave their outfits to the operators in Siege.
