They partnered with MS for Azure to leverage the Cloud services, but that's just one part of a subscription service, not the entirety of the service. And they already have that infrastructure in place because you can stream games as well as download them with PS Now.Coming up with stuff is easy .. but most work goes into creating that vision, why haven’t they launched something already ..

IIRC, Crunchyroll has a deal with Microsoft that is about to end. I'm not sure if the timing matches next April 5th (when I think the first Spartacus games would become available to play/download). If the contract beyond goes that, there is a possibility that it might not be a part of the PS Plus subscription until that.Depends on the tiers.

Sony already sells PS2 games as standalone games for PS4 and PS5. Some of them are the PS2 games available on PS Now/Spartacus, meaning they can be played via cloud gaming or downloaded and played locally on PS4 and PS5.
I highly doubt they would remove them from the PSN store as standalone purchases. In any case, the opposite: if they add more PS2 games to PS Now they'll add them to the store too. Companies want to increase their revenue and profit, not to decrease it.
PS1 games were sold digitally as standalone games for PS3, PSP and Vita. Since they already have PS3 games running via cloud gaming, their faster and cheaper way would be to include some of these PS1 games for PS3 in the list of PS3 games supported for PS Now. That would cut the cost of making an emulator, testing all the games and having to do extra paperwork regarding licensing and rights related to selling a game for a new platform. They didn't make a PS1 emulator for PS4 to include these games, which I think means they was that standalone PS1 digital games didn't generate enough sales on PS3/PSP/Vita so they avoided to repeat in PS4, so I don't think we'll see PS1 games running emulated natively on PS5 either.
