I love how people immediately call the dev lazy because it is easier than admitting to themselves that they paid 400/500$ for an under-powered piece of hardware.
Because then they'd be lying? The hardware is underpowered compared to computer hardware that costs more. If people expected $400 machines complete with network adapter, hard drive, bluray player, memory and everything to get the same performance as an $800 video card then they're delusional. But that doesn't make it underpowered. They're still punching above their weight.

Calling devs lazy is mostly hilarious and 9/10 times said by someone who has no understanding of the development of a game at all. The reason Watch Dogs doesn't look good are probably many, but bet you those devs are working and crunching their way through the development so they don't get spanked by some shit publisher like ubisoft, while making yet another generic ass game designed by focus goups. It's not lazy but shitty ubisoft politics. Gaming industry is horrible.
