Basically, what I'm asking is where are the Persona 3: Definitive Sapphire, and Arena ports?
They decided to make a new Arena game, surely you agree that has better prospective sales than a port. And as I pointed out, Atlus' strategy is opposed to Sony's cross platform one so they wouldn't release Arena 2 for two Sony platforms simultaneously either.
Another P3 game would be wearing the title thin, much better way to use resources. Which is why we got PQ. Again, new game better than old game.
Oh, and Vita will never be the lead platform for a mainline Persona. The games do too well in the west for that to happen.
By the time a potential Vita P6 would hit the platform should be dirt cheap. TV even more so. I guess you're right if we consider the situation currently (how bad were P4G sales exactly compared to earlier Persona games in the West?) but who knows how it'll be then.

That's exactly it. Even if there are parents reluctant to buy a Wii U for this game ultimately games like this one are a reason to upgrade.
And I don't think Namco minds if they can sell some more copies of last year's Wii game either, if Taiko U doesn't totally crater there should be another iteration next year. Which will do probably even better because parents are running out of games to buy for the old Wii.
It's also a game kids can spent their toshidama on in case their parents buy the NSMBU/Wii Party U bundle.
As long as Nintendo doesn't lose too much per console, they could be content with making most of their sales during holidays and slowly growing their digital business.
I also think they want (3)DS buyers to upgrade to Wii U. Shin E-Gokoro Kyoushitsu and other painting related apps are one such an example as they're mainly on the U now and it's a good fit.
3DS is getting the focus now in terms of software releases but examples like 3D World on U rather than 3DS means that at some point, if you want more of the franchises you enjoyed on 3DS, you have to get a U to buy the next iteration.
3DS will be probably left to third parties at some point as many of the games released now have the potential to be evergreen titles. They need to make the 3DS as successful and thus attractive for 3rd parties as they can so it can sustain momentum without too many new Nintendo titles.
