Yes, it's like they only focus on Horizon, TLOU, God of War and Spiderman...Kinda agree. Think it's time for them to move on from TLOU for a while game-wise at least. And Horizon...well I quite enjoyed HFW and the game is a technical marvel, but at times it almost feels like they're pushing it at the expense of IP the majority would rather see get that treatment.
Bloodborne is a great example, and I'm sure now something like Astro Bot is up there too.

There are talented gamedevs around the world. But these ones were already living in LA working in Deviation. And before in many top tier shooters such as CoD.Does the game dev apparatus still want to live in California? If so, it makes sense, but the cost of this place will be nuts. They'll have to do A LOT of outsourcing.
Maybe we're inching closer to a future where the creatives/upper management are in expensive areas while the coders are outsourced elsewhere.
