Yeah, that was a surprise to me also, i've thought the power consumption would be enormous on the 40 series which it was not.
Correct. There are still reasons to go beyond your requirements, mainly due to spikes and PSUs lose efficiency as you get closer to the max power.
Yeah, your system takes whatever required DC power as in when plugged into a motherboard; that dictates how much current is needed. And going over isn't going to do anything but give you more options and flexabilty for future expansions. Plus be handle any power spikes from components better and allow users to push their components harder with overclocking. You don't want to be near the rated full load capacity on the PSU as it will affect the longevity of it.
yeah, it's pretty much the only saving grace for the 4070.
Really? I'm happy with my 4070. The only thing it lacks is the RAM of only 12gb. It should be 16gb.
I find it to be what the 4060 Ti should be. It needs a few more CUDA cores, 16GB and a 256-bit bus to be a true 4070 for me.

Since it seems to me that you're looking for a futureproof build and you're willing to spend thousands of dollars, then there's only one option for you on the GPU front: RTX 4090.Posted a while back with a new build I was thinking of upgrading too. Still haven't purchased anything but I've decided on a standard AM5 base, still indecisive on how much I want to spend / how much performance I want from GPU. Made a list:
7800X3D, 32GB 6GHZ Ram, 2TB NVMe, with:

Prices are total system $CAD, including new monitor.
FPS numbers from TECHSPOT, no RT, no upscaling. They didn't test the 7900 XTX in this set so didn't include a fps number. They have a 15 game average for it in a different article but it's not the same list of games.

That's the thing though I don't think anything can ever really be futureproof, and although I am able I don't think I am willing to drop like CAD$2100 on a single component (4090). Plus I'm never going to go 4K, I'm still on 1080p 60hz going up to 1440p 144hz. 4090 just seems silly, and potentially harder to sell such an expensive enthusiast part when upgrading later.
4070 is perfect for 1440p.

I changed 5600X to 5800X3D but in reality I would be fine with 5600X, I'm just stupid about hardware
I mean, when I said futureproof I was thinking of "he won't need to worry about VRAM limitations, RT performance, etc, etc until the next generation of Nvidia graphics comes out in 2025".
Recent 4090 buyer and newby pc builder. Got the Asus ROG Strix 4090 because I need 2 hdmi ports to switch between desk mode and couch mode in the mancave. Very happy with it.
Everyone is telling you to get the 4070, but I'm inclined to feel you will get a better long term use from the CPU upgrade.
The TUF Gaming model I have also has 2 HDMI ports, which I too take advantage of. I run the 2nd one directly to my soundbar so I can use DTS:X without the audio delay that is VERY noticeable when running Atmos through the C1 OLED into the soundbar using eARC.
I'm gonna get the PNY 4090. Read that it performs pretty well.
Finally got it up and running. Had issues with installing windows 11 and running EXPO. A bios update fixed all that.
Upgrading from a 5600 B550 3600mhz cl18 ram to a 7600x b650 6000mhz cl30 ram. transplant to be done after breakfast

4x8 is so flaky Im starting to think MOBO manufactures would be better off just including 2 slots.

it's so dumb you still cant set fan curves based on gpu temp in the BIOS (at least that im aware of).
yup, the fan control software in bios on my motherboard wasn't great and ended up coming across this the other day. give it a try you can set up any curves you like on it.
I wound up getting the Phantom Spirit 120SE (Peerless Assassin's successor) for my build. Just waiting for the rest of the parts to come and I'll start the new build. I didn't want a water cooler this time since the 7800x3d is pretty good in power management.
got a new cooler today, last one was fine but snagged a Thermalright peerless assassin 120 for £32. messed around with Rem0o's fan control software as well and got my temps much better, can't hear any of the fans at all now even when gaming, highly recommend both.
