Let's discuss that qoute
PlayStation does not see PC gaming as a current threat to its console sales despite releasing first-party offerings on the platform.

No current threat of switching to pc. Where did they say that pc is not a competition. Also the same article mentions. That they are trying to entice pc players to consoles. Why do you think the concern was raised by shareholders? Why do you think they are trying to entice another platforms users?. Because pc and ps are competitors who are fighting over the same userbase. That qoute only proved my point.
Nishino, Hermen and Totoki mentioned that PC isn't causing cannibalization, but instead is helping them to grow and see it as a growth opportunity. The shareholder or journalist who asked about it pretty likely wasn't aware of the related metrics that explain it:
Having record PS MAU proves their userbase is growing, so they aren't losing users. They also shown that over 40% of PS5 purchasers are new to PS.
Jim Ryan mentioned when talking about their GaaS push (which includes PC as an important part of it) that they expected that it was going to help them double their first party revenue from March 2021 to March 2026. They apparently are achieving that a year before scheduled, even if some of these dozen GaaS will be released later than originally planned and some of them will be released after March 2026, the original deadline they had for them.
They also mentioned that are expanding to PC (and in the future mobile too) mainly to reach a way bigger market where there are a ton of players who never would buy a console (specially in strategical countries like China or Korea), so they plan to monetize these players there. Their main goal with expanding to PC or mobile isn't to convert all these players to consoles even if a small part of them do. Their strategy is to make more money by reaching more players.
