I'm curious as well. I've a couple of theories.
A. This is what the DEI 'consultant' is recommending. With Identity Politics its very hard, if not impossible, to seperate the "Art from the artist". And symbols matter, without context. So the mere PRESENCE of nazi imagery, regardless of how they are used, could taint the dev team or trigger a player, thus the need for the warning as cover.
B. As an international market, this is required for Germany or other more sensitive markets as a legal way to avoid having to censor the actual game for each market.
C. least likely, but maybe the game IS sympathetic to at least some Nazis, or at least its possible to exploit the game in some way to be appealing to current day neo-nazis and the PR folks are nervous and trying to get ahead of any "toxic alt-right cishet white male" fanbase.
