Radio silence + Friday night (usually the prime attack time due to weekend staffing) + extended outage = high likelihood

A DDoS attack is not the same as being hacked. If it us only a DDoS they would say so imo - a DDoS just overloads the servers with lots of calls

A hack means they servers were compromised - in this case it will take longer to say something because they are not sure what has happened/what is leaked

As long your console is set to yout primary console, even PS+ games work offline. Its a topic that has been discussed multiple times since last gen. Just tested Astro Playroom that is the only digital game i have installed that can be played offline, and works fine. Only games afected that i cant play are the gacha game that are always online games.
