He could've meant that he doesn't know whether it's Half-Life 3 or some spin-off game (like Alyx) or some cross-media stuff.

I think it'll most likely feature both VR and non VR versions kinda like RE7. Unlike Half Life Alyx which is a prequel spinoff, a mainline Half Life would be huge and meant to sell lots of copies so doubt they'll make it VR only.
