They laid off the entire Concord team and another studio recently. This portends nothing.

Also, isn't Mastodon the Sega to Bluesky's Nintendo?

Good old SN ASM, takes me back. Maybe to the C64 days, certainly back to Megadrive & SNES , SN have been around a long, long time.
They mainly supplied dev-tools.

Doubt they have anything to do with the UI, maybe they are moving that stuff back to Japan like the older PS days.

I wouldn't read too much into this.
If the roadmap for the next year doesn't include designing or developing much in the way of console UI, then that team gets scaled down. Businesses won't pay a whole team if they don't have work for the whole team.

That stuff is mostly done in Japan, even in these days.
SCEA and SCEE *always* used to have their own staff for hardware and software R&D, and a major example for the latter is how the EyeToy was conceived.

Seems to be one of Nishino's first moves as CEO. Dude came up through the engineering side of PlayStation. If this is one of his first moves in addition to integrating SN Systems, it seems like it's probably something he's considered for some time.

From the guy's LinkedIn page:

So yes, it absolutely sounds like something that the SN Systems team will take over.

The bigger question probably would be why this hadn't happened sooner.

I'm not sure anyone would raise their hand and say they've been impressed with Sony's UX. Any takers?

Nishino is not the CEO of SIE until April. As CEO of the Platform Business Group of SIE? Sure, but that started 8 months ago.
