Steam sees any controller using Xinput as an Xbox controller. I tend to buy my PC controllers from places like 8bitdo etc and they all show up as an Xbox controller on Steam.If Steam is counting the PowerA as an Xbox controller, that's even cheaper at 27 dollars (30 dollars normally).
Xbox's biggest problem is that a LOT of Chinese manufacturers have basically knocked off their controller's shape, button layout and even managed to add in things like less noisy buttons, a better D-pad, adjustable analog sticks and hall effect sticks, all while using Xinput and showing up as Xbox controllers on Steam.
Rn the only reason I'd buy an Xbox controller for my PC is because i like the color for my set-up or something, otherwise they are really shit out of luck.
